Cornell is not charging money for the Constitution. It is requesting donations for all of its very considerable legal database, which I think is run more by computer geeks than by the law professors.
There are plenty of free sources of the Constitution on the internet - including this Cornell site, since you are merely being asked, not required, to help defray its expenses.
