A judge that over steps the bounds of their authority by "breaking the law" is no longer a judge... but a private person.

Only in their "private capacity" did they act and can they be held accountable. It is referred to as "personal liability."

Therefore, you do not seek to initiate a claim against a judge -- because a judge can do no wrong. But, one who is no longer a judge by virture of their actions can be held accountable.

The claim is against the "man" -- not the "office".
