Doesn't matter if there is some "law" requiring it.
For those who have never been subjected to the consiquences, get in your rolling coffin, don't use the restraints, get going about 30, (no cheating with using the brakes) slam your coffin into the side of a concrete building....after you wake up (if you're lucky)...bet you wish you would have used some common sense...

If you got in my motorcar I would request that you buckle up and if you had children they would be required to. I don't think the discussion is about being heedless or stubborn. Its about using the guise of 'concern for youth' to condition and indoctrinate people. OK so now cops are becoming like cigarette huskers..swipe your ID and offer you coupons? Give you ringtones to rat out your mom? Free passes the strip club to lie about your neighbor so? The point is, if they were concerned about safety they could make driver education mandatory at the schools or is that the "you can never be too safe" (see article) that they cant be?
