At the time you tried to get your license you should have requested that he put in writing: "refused to issue license".
He didn't have to explain why or anything else... all you would need is that he refused to issue a license to you.
Then, whenever a confrontation occurs, you whip out that letter. Wallah!! Even a judge will back up your "right" to drive... because you were refused the "privilege".
