It takes someone truly dim to suppose that the US govt is officially bankrupt because of a line in a political speech by a single Congressman -- esp one so crooked that he later went to prison.
However, you're not the only example of congenital deficiency. A tax scofflaw named Robert Detrick used the same fake Traficant speech in a case in the Oregon Tax Court in 2002, which said, "none of the speech contains the balance of the material quoted by Mr. Detrick.... Given that the material does not exist in the Congressional Record as cited by Mr. Detrick, the court does not rely on the authenticity of the acts or their alleged effects."
