You mentioned that holding a passport makes one a party to the quiet war, I disagree with this.
Passports have been around long before the United States even existed.
Prehaps people are talking about
U.S. passports.
I commisioned the World Service Authority to create a passport for me, and in it, it states very clear:
"It is without prejudice to and in no way affects the bearers status, national or otherwise"
As I was not a party to any war before the passport, I am not one now because I hold a passport.
Also, one does not have to become a registered World Citizen to commision the WSA to create a passport for you... I'm not. In fact, World Citizen Registration is a compleatly seperate Form.
I think if people empower their documents in such a way, then they will have that power... be careful what you give your power to and how you give it.
