A U.S. intel agency propogated the lie (Psychological Operation) that a politician was a vampire by planting people in pubs that would spreading the rumor and keep it abuzz while other operatives would kidnap farm workers as they walked home and then subsquently pierce their necks and then drain all the blood out of their bodies and then the operatives would dump the body so that it would be discovered when workers went to work the next day. What would keep folks like that from ritualistically murdering the wife of a famous football star and her boyfriend and them blame it on the football star?
As a matter of routine, intelligence operatives might parachute from high altitudes in an otherwise tense region, put on uniforms of Military A and then proceed to fire upon Military B in order to provoke hostilities between those two countries. In the news you might see "Fighting broke out between A and B today after six months of quiet along the border."
