As this involved a federal tax lien, a state court lacked authority to decide on the case. I have no idea why the state court even went through the motions, but the statement in the state "decision" that the US govt did not respond, when there were obviously pleadings filed by the US Attorney, makes me think that this "not official document" is less than meets the eye.
