Post Hope someone can advise with my complicated problem

Hello....I am in Australia. Seven years ago the local gov asked us for about an acre of land to widen a road, we agreed and told them to draw up the contract, we asked for $1000 for this land. The work started within weeks, but no contract arrived until 18 months later, which I did sign, as I wanted it over with. Then a few days later I got a letter from the local gov asking me to write to their solicitor giving my permission for the local gov to buy my land, I thought, hang on what's going on here, the road works where finished, the contract was signed, yet they still wanted this letter with my permission, which I refused to do, hence I have still not been paid for that land, even though I keep billing them. I then refused to pay the land rates to them, as they are illegal anyway, we had a referendum in 1988 and 67% of the people said no to local gov. I did a Full Acceptance Letter Rogatory supported with affidavit, then a Notarial Protest which was done by a freind as we have no Notary close by, then a CCI also supported with an affidavit, of which none was rebutted by the local gov, so they have agreed they are at fault and I am in honour and my account should have been zeroed through my remedy. I sent certified copies of everything to the cheif magistrate in Melbourne (In Private Chambers) and Department of Justice Victoria and got a response that they had received the docs, but heard nothing since. The local gov has also placed a caveat over my farm which I want removed. They have agreed to do this in the CCI which they did not rebut, but the caveat is still on my farm. Can someone from Australia on this forum advise me on what I should do now, to force the local gov to remove that caveat and I think I would also be entitled to damages for them takeing my land and not paying me from 7 years ago....thanks.
