Takings Clause ??

A long time ago, a very dear friend, suggested that the takings clause could be used not just for land, but for other property taken by a government action. Before he passed away.. he was researching how the Takings Clause could be used to bill the agency at X dollars a day..

I think he intended to apply it to illegal seizure of a vehicle...
did he step outta the box a bit too far on this one?

Anyone thoughts?
