disputing cell phone charges

My cell phone company is carrying over charges from two months ago and telling me I only made a partial payment on those prior months, but this is untrue and I want to write a letter to have this debt erased and the cell phones disconnected. A cell phone company cannot withold charges and then slam the consumer with the charges and totally void the notes and the actual facts.



I need help cleaning my credit up also. Two credit cards I cannot afford to pay, and the late fee charges have been adding up.
