Looking for Article about Bank Reserve Requirements

There was a post on here I have read a number of times, I saw it was changed/moved to the "Articles" section but now I cannot seem to find it at all. It was dealing with Fed adjusters coming into commercial banks and picking through all the loans to determine which were good/bad, and telling the bank it needed to have more reserves on hand... which in turn makes the whole place go nuts. I remember it talking about the Junior lender always getting fired, and the board of directors flipping out. If you know what article I am referring to please help me out with a link, or what happened to it!
