To supplement:
The "law" as it is purported is the Constitution. Everything after it flows from it. The statutes are only written for the legislatively created administrative agencies to guide their actions, which in turn [admin. agts.] Then establish "rules" and implementing "regulations." The regulations are for those that come within the "regulatory" purview. I.e. foreigners and aliens to the territory.
