Who can levy a bank account?

I'm absolutely baffled by a question I was asked this morning, "who can levy a bank account without court judgments being on file somewhere?" Now, I've heard of the IRS sending a general letter saying Notice of Levy to someone's bank and the account was frozen but not from some anonymous entity someplace. Aren't the bank suppose to receive certain documents before levying someone's account?

No one other than the IRS "usually" can get away with that. MAYBE another federal agency, like Dept. of Education on student loans. But even then there has to be a due process hearing afforded. If it's a fed agency, then 9/10 they wouldn't have gotten a court order. However one would have to review their admin regs to see if they have that power. Other than that there HAS to be a court order with an accompanying affidavit.
