What does this mean on my CR?

Public Records
The information in this section comes from federal district bankruptcy records, state and county court records, tax liens and monetary judgments, and in some states, overdue child support records. Public records remain on your credit report for 7-10 years.

Type: Release of tax lien
Date Filed: 8/1/1999
Reference #: 99000201171

What is that for? I don't understand, I never had any type of bankruptcy...

Not sure what state/county your in, but it would appear there was an unpaid tax lien applied on behalf of the DMV based on a Superior Court judgment. There is no record date, but it was released in August of 1999 so whatever it was was satisfied prior to that time - but there is no telling exactly when. Not sure what their 166 code infers, but it would define what it was for. A quick phone call to your county recorder's office would at least let you find out what it was.

Does it hurt my credit at all?

Depends on that code and the amount involved as well as what else your report shows.

For example, if it was for something as silly as a judgment for not having insurance or an expired license it probably doesn't count for much.

If it was for something like $5,000 in back property taxes on a few vehicles, an underwriter might want to know more about the situation.

One other thing - don't assume it's your's. The CRA's rake in information without checking it at all; they make it your obligation to clean up the crap they collect.
