CCC account closed - Received offer to contract (inhouse debt collection?)

When I checked the Experian and Equifax CRA reports I recently printed free, They both say that the alledged account is CLOSED and that the alleged amount now due is about 10% of the original amount.
According to my neighbours I received Thusday a USPS Priority Mail containing one sheet of paper and a plastic CC size card (see attached JPG). Now from earlier reading on this forum I'm assuming this is an offer to (re-)contract (it says at the very bottom that it is an "attempt" to collect a debt).
So, today when we came back from the weekend, I want to deal with this in a timely manner. Even though I think whatever response I send will be timely if I say it is, I still want to handle this in as quick as possible.
My gut feeling without having had time to research was to write across the front page of the offer in RED ink:
"Please accept my timely response to your offer to contract. Your offer to contract is hereby refused without predjudice.
By: John Doe, All Rights Reserved"
Apart making copies for myself, do I send copies to all the CRAs of my refusal to offer?
Any comments? Is it better to draft my own counteroffer instead of writing on thiers?

PS. I intend to follow up with a VOD to the CRAs, but I still wanted to research that a bit more.
