Can't find out who is calling me.
1-800-259-6991 keeps calling leaving a message regarding an account number, but I can't find out who they are without calling them back. Does anyone know of a way other than internet resources to find out who they are? Any help is appreciated

The number is for Phillips & Cohen Associates. They are debt collectors, bottom feeders. Have you received any correspondence from them? I received a debt collector letter from them and responded Richard Cornforth style so they transferred to another DC. LOL!!

I always, just for fun, call them from a pay phone.
The first question they have is who is this? (They have caller ID, and know you are calling from a pay phone, which screws up their plan)
I say, You left me the number to call, who the #$%% are you?
They say : We will need a phone number or name to see what account to address.
I say: If you don't care enough to leave who you are on my machine, you don't need to talk to me. Have a great day!
Then I smile as I hang up, knowing they have their panties in a wad.

If they are debt collectors, Several calls within two weeks no respond from you. You will received a letter from them concerning the alleged debt in question.

One more question. Is it necessary for me to record the calls as proof, or can I site days and times and then ask the court for them to forward their phonelogs in discovery?

You should always record the calls, but inform the caller what you are doing. I guarantee to caller will terminate the call and will not call back. The caller knows that after you inform them the call is being recorded that it can be used against them in court. Always require written communication. That is your best evidence.

This is what Phillips & Cohen is like. I copied this off another web site. These types are nothing more than bottom feeders and need to be countersued when they file suit against us. Go after their standing and make it hurt.

West Virginia Sues New Jersey Bill Collector
Congress may have severely toughed bankruptcy laws, to the detriment of consumers, but state officials in West Virginia say bill collectors can't threaten and harass debtors. State Attorney General Darrell McGraw is taking an out of state collection agency to court, saying it may have violated West Virginia law.
McGraw has filed suit to compel Phillips & Cohen Associates, Ltd., a New Jersey collection agency, to comply with the Attorney General's investigative subpoena.
The Attorney General began investigating Phillips & Cohens' debt collection practices after receiving complaints from consumers that it was threatening consumers with jail, discussing the alleged debts with persons other than the consumers, and attempting to collect money for debts that have already been paid.
Phillips & Cohen is not registered to do business in West Virginia and has not posted a bond, a requirement for all collection agencies doing business in the state.
"Rogue collection agencies will not be allowed to harass and threaten West Virginia consumers," McGraw said. "Any consumers who receive repeated telephone calls from debt collectors or have debt collectors threaten them with jail or criminal prosecution should contact my Consumer Protection Division."
