Capacity as in, as a living man/flesh and blood/natural-person/creation of god you have the inherent right to unlimited capacity. You can be anything you want to be. Why do you think the 'officials' in the know never go to jail for any of the frauds they commit. That is because the one's who know, for instance the Gomery Inquiry in Canada, know that in each circumstance they were acting in a different, limited, capacity and therefore commited no fraud. If you are acting in the capacity of a taxpayer then you owe taxes, if you are acting in the capacity of a Peace Officer then you are responsible for carrying out the duties of that Person.

As a Creation of God you have the right to unlimited capacity. Unfortunately as a legal fiction/creation of Government, if that is what you believe you are, you do not have this right and can only act in the capacity that you are given. This is why Public Schools ensure that our creativity is severely retarded so that we have trouble understanding this concept, IMHO.
