Exclamation What exactly is a OFFER OF PERFORMANCE?

I found this offer of performance on the web, it has a debt disclosure statement, 70 questions for the collector to answer. It asks for debt validation, but also states a offer of settlement, based on collector disclosures.
I am just curious if it has any legal merit, it looks very thorough. Can anyone give an opinion on this offer of performance. the link is is below, I am thinking of using it, but am curious as to the legality of it. All feedback is appreciated.
