The short answer is "no." Unless you manage to find a way to get it here without it going through customs with the help of a willing accomplice (that's smuggling, by the way), the legitimate customs paper trail will lead you to your county tax assessor for registration and payment of the property taxes. In addition, some motor vehicles from overseas must be certified (fees paid and sometimes even modifications required) to meet emissions requirements.
