Good finding. That's the problems a lot of this peoples facing they can't cashing in because of some scumbags working for the state denied people's right in supported with OCC alert.
Look all those statues and code, and tell me that is not law say so.
They ignore law, but you can still beat them do. Whatever law related to your situation just laminated it and take it to the court with you and let the blackrobe read it.
You will be surprised, how effective that is to bring such thing to the court.

If they waive payment, consider it paid and be done with it. That is wonderful that they create the record for you by forwarding the instrument on to law enforcement.
