The REAL ID Act of 2005 is Division B of an act of the United States Congress titled Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief, 2005, Pub.L. 109-13, 119 Stat. 231, enacted 2005-05-11). This legislation was intended to deter terrorism by:

* Establishing the national standards for state-issued driver's licenses and non-driver's identification cards;
* Waiving laws that interfere with construction of physical barriers at the borders;
* Updating and tightening the laws on application for asylum and deportation of aliens for terrorist activity;
* Introducing rules covering "delivery bonds" (rather like bail bonds, but for aliens that have been released pending hearings);
* Funding some reports and pilot projects related to border security; and
* Changing visa limits for temporary workers, nurses, and Australian citizens.

Legislative history

The Real ID act started off as H.R. 418, which passed the House and went stagnant. It was then attached as a rider on a military spending bill (H.R. 1268) by Congressman Jim Sensenbrenner (R) of Wisconsin (the author) and was voted 100-0). It was signed into public law on May 11, 2005.

National ID

Since September 11, 2001 members of the Federal Government have been pushing for a form of National ID card as a way to protect us.

The Real ID Act of 2005 would turn our state driver’s licenses into a genuine national identity card and impose numerous new burdens on taxpayers, citizens, immigrants, and state governments – while doing nothing to protect against terrorism. It is only a matter of everyone getting used to carrying this card, and surely an RFID chip will be impliminted on the card, much like some credit cars are chipped now.

Then why the push for a National ID Card? The answer is uniformity, ease of use, ease of data collection and storage, flexibility and tighter controls. The new ID card proposed by the government will change the driver’s license into an all encompassing id card that the bearer will need to produce at the request of a law enforcement official; to have in his possession to travel, purchase goods, receive medical care and anything else the government feels necessary. In only a short amount of time, the Real ID card will be necessary to purchase anything....groceries, gasoline, everything. It's a bad idea, and is going to make us all less safe. It's also very expensive. And it's all happening without any serious debate in Congress. Welcome to the New World Order, folks.

The really bad thing about this is the implanted RFID chip that will surely be a part of the REAL ID act. Big Brother will be tracking us wherever we go, whatever we do, whatever we buy or sell, and so on and so on. George Orwell saw the furture clear as a bell here.
Whether one knows it or not, automobiles are already being tracked, every car made since 1990 has a GPS box secretly installed that tracks your movements, speed, driving habits, and miles you travel.

In the category of unbelievably bad ideas that we all knew were making their way toward reality whether we like it or not comes the news the FDA has just approved VeriChip's implantable RFID chips for use in humans. These are the same chips that we're currently using to identify our pets. VeriChip is touting the chips' medical applications, as a way of potentially saving lives by storing medical data.

Silently and invisibly, the dormant chip stores a code — similar to the identifying UPC code on products sold in retail stores — that releases patient-specific information when a scanner passes over the chip. At the doctor's office those codes stamped onto chips, once scanned, would reveal such information as a patient's allergies and prior treatments.

The FDA in October 2002 said that the agency would regulate health care applications possible through VeriChip. Meanwhile, the chip has been used for a number of security-related tasks as well as for pure whimsy: Club hoppers in Barcelona, Spain, now use the microchip much like a smartcard to speed drink orders and payment.

In case it's not immediately obvious to you why you wouldn't want to walk around in public broadcasting your financial and/or medical information to anyone with an RFID reader, Bruce Schneier spells it all out for you in a great post on the Bush administration's plans to push for RFID-based passports. Here's a nice chunk of it, but you should read the whole thing.

These chips are like smart cards, but they can be read from a distance. A receiving device can "talk" to the chip remotely, without any need for physical contact, and get whatever information is on it. Passport officials envision being able to download the information on the chip simply by bringing it within a few centimeters of an electronic reader.

Unfortunately, RFID chips can be read by any reader, not just the ones at passport control. The upshot of this is that travelers carrying around RFID passports are broadcasting their identity.

Think about what that means for a minute. It means that passport holders are continuously broadcasting their name, nationality, age, address and whatever else is on the RFID chip. It means that anyone with a reader can learn that information, without the passport holder's knowledge or consent. It means that pickpockets, kidnappers and terrorists can easily--and surreptitiously--pick Americans or nationals of other participating countries out of a crowd.

It is a clear threat to both privacy and personal safety, and quite simply, that is why it is bad idea. Proponents of the system claim that the chips can be read only from within a distance of a few centimeters, so there is no potential for abuse. This is a spectacularly naive claim. All wireless protocols can work at much longer ranges than specified. In tests, RFID chips have been read by receivers 20 meters away. Headquartered in Delray Beach, Florida, their products offer security(sic) for people, animals, the food supply, government/military arena, and commercial assets. Included in this product line are RFID applications, end-to-end food safety systems, GPS/Satellite communications, and telecommunication, security infrastructure and most controversially the human-implanted Verichip.

Much like verichip, Digital Angel is a tracking device, however, instead of the device being implanted under the skin, digital angel is worn like a watch. Also included in this technology is the ability to sense changes in the body as well as the environment you are in. It is my belief, based on many hours of diligent research on this subject, that these chips will be used for MIND Control, to control your thoughts and actions. BTW, there are 38 known patents for mind control devices on file with the U.S. Patent Office right now. The plans to create a mind controlled workers society have been in place for a long time. The current technology grew out of experiments that the Nazis started before World War II and intensified during the time of the Nazi concentration camps when an unlimited supply of children and adults were available for experimentation. We've heard about the inhumane medical experiments performed on concentration camp prisoners, but no word was ever mentioned by the media and the TV documentaries of the mind control experiments. That was not to be divulged to the American public. Mind control technologies can be broadly divided into two subsets: trauma-based or electronic-based.

Let's do what we can to resist this awful program. A number of states have rejected this program as unconstitutional.

My prediction, though, is that prior to 2009, the US Government will once again orchestrate an attack against the American homeland.

I predict the USG will attack one or more of midwest states, the heartland, if you will, and set off a massive explosion with little loss of property or life, and then turn around and blame some terror group.

To show just how stupid the US Congress believes the American People really are, the so-called REAL ID is really only needed to gain access to federal buildings, and airplanes, however, what the mainstream media does not report is that one can use a USA passport to accomplish the same thing. DUH!

The notion that surrendering our privacy and liberty somehow protects us from terrorism, is far beyond fatuous and is the height of mendacity.

There is currently some effort underway in congress to repeal this nasty piece of legislation. Let's write, call Congress to let them know you don't want Real ID. Or contact your legislative bodies to let them know Real ID is bad business. Or take some other action to repeal this Act.
