The United States is a 'person' created by the unanimous agreement of 13 separate countries and has the same right to contract (treaty) as any other 'person'. The United States chose to contract with the French. The contract stipulates that inhabitants
shall be admitted to the 'union'; i.e., inhabitants (individually) have the right to be admitted as states.
Novel thought. Not surprising an authenticated copy of this treaty showing congressional ratification would be mutilated, ya' think?
