I love it. I freaking love it when people ask questions without giving sufficient context!

I took me a while to figure out that RCW meant Revised Code of Washington (not Wisconsin, not Wyoming, not even West Virginia).

Revised Code of Washington, sec 82.04.200 means that the excise tax laws (title 82) apply to any federal lands - such as military bases, federal prisons, national forests, etc. - that are inside the state boundaries of Washington.

I have no idea why this puzzled you or why you would turn it into a puzzle for the rest of us. I'm not gonna bother with badly written questions in the future.

By exterior boundaries they meant only the bouradry lines with Canada, Oregon and Idaho, and the Pacific coast. They did not mean the lines of counties or the lines that might separate police jurisdictions such as the edges of National Parks.

Federal states within the State of Washington. Teddy Roosevelt's doing it was. What Shoonra calls federal lands.

I, too, inwardly or outwardly rail at those who post without preamble. Palani has been a member long enough to know better than to do this.

Even though I had the advantage of knowing RCW meant the Revised Code of Washington; I only Googled RCW 82.04.200, and it came up. You might try that in the future if it will help you. I think Google might help with any state code or staute, so noone has to know what state they are trying to find; just the correct letters and numbers.

I have to disagree, however, with your analysis. Since the definition does not state it applies to the whole title, 82, of excise tax; in my opinion, it only applies to the chapter concerning business and occupation taxes, 82.04, since that is where it is found.

I did this search before I read your post, because I think I like you will almost always--regardless of the inelegant manner in which an original statement is presented by another--be intrigued by the information ultimately obtained.

I do think Palani owes us another post to make clear what it is he was thinking.

As for showing on a map, the map would be the outline of the State of Washington. But it's beyond my meagre technical talents to scan and post an illustration.

I had envisioned a 'box (surrounded by insulation) within a box' scenario. Where the outer box represents the state of and the inner box represents the federal box that is insulated from the outer box. Easy to comprehend... I think. . . but of course, that is just my OPINION.
