The writer could well have titled this open letter as: Open letter of intent to the United States Congress, in care of Rep. Sam Graves, Missouri, Republican, 6th District. However, it is well-founded and documented that members of Congress seldom read bills they vote into "law," let alone letters informing them of their many transgressions against the American people and the principles that once made this the greatest union of states (people) upon this good Earth.
Thus, the writer has written this to inform the people being ram-rodded into submissive creatures without individual freedom of will. We might define these people as "second class citizens held in forced servitude to civil servants" rather than vice versa, the factual American way. If he had sent it to Congress via his alleged "representative," Graves, it would have read with a few changes as follows:
