Alleged 3 Cent postage rate is Hooooey.

That is the link to the page that everyone, including me, has referred to.

I have even sucessfully mailed things to other sovereigns for three cents, but this law, and those actions don't quite seem to line up.

First, Section 22 sets up the First class domestic rate.

How are you or I gonna explain to a postmaster or clerk that that means domestic before the USPS? I surely don't know how, and I have run into a postmaster that doesn't want to play ball.

Second, Section 23 refers to drop letters, or letters within the same post office.

I think this is a lost cause.

I had hoped someone may give hard evidence that this can be shown (explained) to a postmaster.

I heard of someone who sent mail to themselves with a 2c stamp--didnt even come back as having insufficient postage. It never showed up along with other mail with the 'full postage'.

Section 23 :
“And be it further enacted, That the rate of postage on all letters not transmitted through the mails of the United States, but delivered through the post-office and its carriers…”

I notice that there is a hyphen between post and office. Doesn’t the out side of the building read “Post Office” without a hyphen?” Why the difference?

Then once inside the building it magically becomes the “United States Postal Service” (an independent establishment of the executive branch according to History of the United States Postal Service 1775-1993 which by the way is written by the United States Postal Service)

Would not this be fraud?
