Can someone explain to me what the hell is the "Voters Right Act"

If one is a "Citizen" of the United States of America why is that one must have an a law passed for the purpose of allowing one to vote? Would this act contradict what a "Citizen" is? I don't see any laws passed for the purpose of "Whites" having rights to vote. If one is a "Citizen" there would be no need for a "Voters Right Act", am I correct? So basically, all "blacks", "negroes", and "coloreds", technically, are not citizens of the United States of America. He who makes a law, can take it away, he who knows the law, can enforce it, he who does not know the law, is he who conforms to it. Where do you fit in to the law? Maybe Judge Roy Bean can answe this one.

And the 14th amendment was suppose to have set the slaves, blacks, coloreds, negroes etc free. Until one proclaims his nationality, according to law, you can never be free.

In short, there were states, counties and municipalities that had deliberately imposed a number of obstacles (i.e., "poll taxes") to voter registration and/or voting. Many of these were placed to compromise the power of minority groups and ensured the election and reelection of whites. In part, the Voting Rights Act was enacted to preclued those kinds of maneuvers.
