Were you told at anytime that when you applied for a driver license that you would be giving up your unaleinable right to travel and that by accepting that document you would only have a privilege to drive that could be taken away from you at their whim?
Did you understand that you were joining a club called citizenship=Slave?

I know what you mean here. I am not far enough along in this process to totally abandon my DL and SSN and all that... it's all down the line though!

Now, about 1 1/2 weeks ago I got a letter from the Parking Clerk from Northampton with just the three sheets web page printout of the Massachusetts General Laws. Today I received a letter from a collection agency in New York. I did not open this one but only held it up to the sun and read it. It said something like if I do not pay then my registration and DL may not be renewed... However I believe that the Parking Clerk just decided to hand off my case to a collection agency to get rid of me (the violation was put on my auto 34 days ago, seems kinds fast to sent it to collections). Question is, what do I do? The fine is now $20 (up from $10). How do I know for sure that it is a collection agency and is the "non-renewal" a bluff?

30 days to appeal the adminstrative decision is over. Mostly, after 30days they hand it to the collection agency to collect the debt, because they have contract with the city. At this point, either you pay the fine or wait till your renewal to figure it out what is your next move.
I get the gut feeling that the debt collector who is collecting the debt is a law firm.

The letter I received but did not open includes a web address where payments can be made. The site is www.parkingticketpayment.com. The following is the first paragraph of a statement on the Terms of Agreement to use the service to process payment.

ParkingTicketPayment.com is not affiliated with the City of Northampton other than to provide the ParkingTicketPayment.com service as a means to accept online payments for unpaid parking tickets.
I am assuming this is a private payment processor, is this a collection agency?

Yea, they have contract with city to collect the debt.

Hi SaveUncleSam-
I realize that this all may be over with for you, but I thought I'd give my 2 cents' worth.
I got a ticket on my car (in Arlington,VA) a couple of years ago.
The ticket claimed that my car was a Volkswagen, but it's a Mazda.
After about 30 days I got a letter in the mail saying that I hadn't paid the ticket. I wrote a letter to the city stating that I had never received said ticket, and that my car was not a Volkswagen, so the officer must have typed in the plate wrong and it showed up as my car.
I got a letter back a couple of weeks later stating that they had fixed their mistake and that the citation was dropped.
I think you could've used a similar tactic, just said that on the night in question you and your car were 30 miles away. Any other questions from them about where you were the night before or after are irrelevant to the case.
I know a guy :O) who also lives in my area, and got lots of parking tickets while a student in DC. He learned a method from a friend about changing you license every 6 months or so with the VA DMV (claiming stolen plates). The communication between DC and VA is very poor, and they never caught on.
He did receive a DC speeding ticket from a camera once, and wrote a letter stating that he was not driving the car at the time, and that it must have been someone to whom he loaned the car. The form included in the letter had a section for that purpose, and he put the name of someone there, but did not know ANY of the contact info for said miscreant.
Never heard from the DC people for some time, then 2 years later got a letter from a collection agency threaten to report this unpaid "debt" to the credit bureaus. Ignored the letter, and it still does not show on his credit report.
So much of this stuff is pure bluff! Just refuse to be intimidated. I do not recommend ignoring letters though. Write them back, saying essentially, "Sorry, you're wrong".
