UPDATE ON Leroy Michael Schweitzer
Greetings,
I am very sorry to say that it appears as though Leroy is doing some twenty-two years, somewhere. I remember seeing his name as a witness on a couple of notices in the back pages of the American's Bulletin. The documents, I believe hailed from a prison and that was a couple of years back.
This is the most current piece that I could find, and of course, this is second hand, at the following site:

Any more accurate information would be greatly appreciated. I, as I'm sure many others, have a great amount of respect for this man and his relentless search for the truth. But, unfortunately, I suspect, that, as is written in the Bible, with truth comes much sadness.

Actually, it was because of Leroy's mention of The United States Court Of International Trade invoking article III jurisdiction that started my search/quest to find out exactly what made this court tick (for lack of a better term).
From there... now I am here with the missing pieces to the puzzle. Like so many others that have fallen short, Leroy was very close. All he, and the others, had to do was to locate the connection (missing piece) between the strawman vs. non-strawman and how the fraud was created in able to "state a claim inwhich relief can be granted" in this Court.
...where there is a "Will" there is a "Way".
