Right. That's how I nailed the ass't CA here in VA.
Letter my daughter received said they would revoke her "privileges" and referred to a specific statute. I looked it up. Statute referred to "license."
"Which is it?" I asked him. He did acknowledge that I had raised an "excellent" point, then immediately went on with the "you can't win blah blah" crap.
Fellow in a truck-driving forum used the following example and I think it perfectly describes, for me at least, the agonizing and damnable frustration of living in this country--hell, for that matter, maybe anywhere:
Sign at lake reads "No Swimming."
You see a little kid flailing about in the water.
What do you do?
Answer, in my life, is this:
Authority figures--at all levels--always, always, always reserve for themselves the right to make, interpret, and apply their own rules in any manner they see fit.
Conclusion:
People make choices. Actions have consequences. Authority figures suck.
I'm gonna do whatever the hell I want, always ready and willing to accept the consequences, and just hope that I can find an acceptable balance between abject slavery (which is, I think, where we already are) and complete autonomy (which is never going to happen because, regrettably, there are just too many damned bozos in the world who genuinely NEED "supervision").
