Authority to Seal Records

Does anybody have the legal authority that judges use to seal court records?

I'm just saying that there ain't no law. What idiot would write such a bill and then actually stand up and try to convince the rest of the house of the need for it? I'd like to see that session at the legislature.

Do you think that it might be possible that the judges already know that the constitution and the laws of congress have no real authority? Hmmmm...I wonder.....
