Good Faith Cites

I am looking for some good information/cites on how to overcome the "good faith" defense used by law enforcement officers.

Specifically, in the event that they repeatedly harassment, and the ultimate procurement of an arrest warrant, even though the statute under which the accused was charged states that the accused is immune...

Any cites/brainstorming would be appreciated. This is not for myself but is time-sensitive.
