Doesn't require tarot cards. Squirrel is claiming, in his 1099s, that his fines or fees were income to those individuals; somehow additional to their paychecks. Not so, and filing false reports with the IRS is a federal offense. At the very least, IRS people don't like having their wheels spun for some prank; the IRS will now take a serious and unsympathetic look at Squirrels's other tax papers.

But, hey, experience is the best (and usually the most expensive) teacher.

Since there is no conceivable situation where you or anyone else on this board, could or would have the legal right or ability to issue a 1099, let alone a 1099OID, logic, reality, and the facts, say it would be a fraudulent document, and more importantly, the IRS will say it is a fraudulent document and take the appropriate legal action. A 1099OID is issued when someone cashes a security instrument, usually a bond or cd early and is the interest payment report made to the IRS, using it any other way is fraud as defined by the statutes posted. Since it is a matter of Federal fraud to issue any type of document of this type that is not based on fact, not a bright thing to do.
