Admiralty - Gold Fringe Connection

I know I have seen this here before, but my brain is fried at the moment.

Can anyone point me to the connection between Admiralty and the Gold Fringe on the flag? (US Code or case law)

US Army Flag

WITHOUT PREJUDICE
Its the flag of the United States Army evidencing that the proceedings are being dispensed through military jurisprudence which includes but is not limited to Admiralty. See the U.S. Army AR 840-10 Manual. Its Admiralty when flown outdoors and its military courts indoors (summary courts martial proceedings). Fringe on *three* sides only. (Gold fringe, gold orb, eagle on top from what I gather also denote admiralty or military jurisprudence with or without fringe).

To my knowledge such is an Article I flag.
