Court Fine

I have a friend on probation and this is what we are doing right now. We didnt have enough time so when his first "payment" was due the court, i had him get a money order and write on the money order " all rights reserved, Article 1 Section 10 U.S. Constitution. Acceptance of this instrument by the payee (state) is payee's agreement to accept a bill of exchange, bond or promissary note as a equivalent instrument." I then had him file a copy of this money order into his court case, had the clerk who received the money order endorse it on the back and made a copy of that and retrived a certified copy from the court file. I also had instructed him before hand to sign his initial agreement to pay the fine by following his signature with article 1 section 10 U.S. Constitution. Next month i will have him tender a bill of exchange to discharge the whole fine and wait.
