L. 96–185, §§ 1–16, Jan. 7, 1980, 93 Stat. 1324, were omitted in view of the termination of authority to make commitments to guarantee or issue guarantees under this chapter on Dec. 31, 1983, pursuant to section 1875 of this title, and the total repayment of loans guaranteed under this chapter.

I guess you'd have to find a copy of pre '84 15 USC to see what it's all about as it seems to have expired on Dec. 31, 1983.

Chrysler is still in business, -- as a unit of a German firm, Daimler. It has chalked up a long string of design successes, starting with the K cars in the 1980s that helped resurrect the company. And the federal government long ago sold at a substantial profit the warrants it received in return for its $1.5 billion loan guarantee.

The government sold their interest a long time ago. Therefore the USC sections dealing with Chrysler wouldve been repealed as you see today. The reporter went on to detail how the deal was a raw one for the industry in the long run tho. Giving Chrysler a sugar tit then made the industry as a whole less competitive on the world market and is in part a reason the Detroit auto industry is in the toilet today.
