going after bonds

I guess this would be the appropriate place to post this question of mine.

I had this problem with this cop one time (I have these problems quite often) anyway, I was right he was wrong it was a bad stop and he was rude a heck to me. I got to doing research and since he stopped me outside the corporate limits of the municipality he was in fact commiting several felonies since he had now lawful authority to do so. I guess he thought I wasn't to keen on the law since I was driving a beat up 79 thunderbird and looked like the rest of the hicks around here in my bib overalls.

So I typed up a crimminal complaint charging him with several offenses like official misconduct, interfereing with judicial process, barratry, unlawful use of body armor, false personation of a peace officer, etc. I took my complaint to the circuit clerk who I had to threaten to charge with official misconduct as well just to get her to file stamp the complaint. She told me to go upstaris and wait outside the courtroom as this complaint of mine was being taken up to the judge immediately and I would be called into court soon.

Before I could have my day in court, the state's attorney himslef came out called me into his office and began to pick my brain. He told me as soon as the judge got my complaint, he called his office telling him that he needed to find some case law on why this should not go forward. ultimately the charge was dismissed because the state did not want to prosecute.

So now I have this file stamped crimminal complaint from the clerk and I got to thinking that mabe I could go after the cops' bond. I called the SOS indexing department which is where the bonds are I guess held here in Illinois and they said they cant help i should call the city who employs the officer to get his bond. They of course were no help either.

What is the appropriate method for going after one's bond? How would one go about filing a writ of mandamus to compell the state to prosecute? Would this even be an appropriate method? I have recourse available to me in federal court as welll because the highway he stopped me on was funded in part by federal dollars. Please help!?

Any person to whose custody the bond of any officer of the United
States has been committed shall, on proper request and payment of
the fee allowed by any Act of Congress, furnish certified copies
thereof, which shall be prima facie evidence in any court of the
execution, filing and contents of the bond.

Judges being bonded?

Anyone in Texas familiar with if a judge must be bonded to set fines or prices to file an appeal.I also am not sure where to look to find out if he is bonded.If he were not my guess is even if he wasn't and was supposed to be it would have no bearing on my case and only be some type of charge for him.Just wondering.
