Jerseee, thanks for your offer.. I will draft the letter and see what I can come up with, and then email to you for critiquing.& I don't know how long it will take&me write the letter, I'm slow when it comes to writing.. maybe a week or more... I also have to&go to the law library and do some research on this.& Also,I just noticed that there is&a box for a signature underneath the meter maid's printed name.& A box for&a 'Complainant'.& I don't know what this box is for ie.,&who is supposed to be the Complainant?& A complainant is someone who initiates the complaint&- isnt' the city official's name supposed to be in the complainant's box?

ok, going back to my document request in a previous post...
jerseee, you stated the "debtor's license" was the document that allowed for issuance of tickets without signature.
then, you state:

a slight contradiction (minus the cavaling please).
when i "got" my "driver's license" i do not recall reading anywhere on that "application" that tickets could/would be issued without "my" signature affixed to them.
at any rate, my understanding of the parking ticket racket is that a signature is not needed/required on such instrument.& after all, when they are issued, you ain't there to sign for it anyway (usually), unlike a moving violation.

One of my statements was actually a "could it be" statement.& I am not certain about the driver's license.
But it would make sense that you sign everything without liability.& Since you do not know all the traffic codes this is why you would sign without liability.
So "could it be" that the driver's license is the adhesion contract that allows them to do what they do to folks without the folks even know that it is being done?& especially since the UCC does not need the debtor's signature to ratify an agreement.
Makes you wonder if a debtor really exists doesn't it?& Ooops, I just stated a fact by their own admission.& How can you hold someone/something liable without their consent?& How can one issue a ticket without the alleged offender knowing that they committed an alleged offense?& Where's the justice in that?
So these questions is what lead me to think that "it could be" the driver's license.& Since that is the traffic document that has to be signed.

If the ticket wasn't signed by the issuing officer... then it is not a valid ticket.
If there is no complainant there is no complaint.

the&parking citation I have has a box for the meter maid's badge no. and name.The two&citations read:

&
Same badge no. for two officers. (?)
The "officers" have printed their last name only.
You're right again... no complainant, no complaint!

hmmm,
same badge number for 2 different officers?... this looks suspicious... are they sure that there isn't some sort of "fraud" going on here?... maybe they should look into this situation a bit more closely... AND why should they even think to attempt to hold you liable when considering ALL these facts?
Yeah, a "nice" letter is definitely the way to go.

OH MY G_D.. YOU'RE NOT GOING TO BELIEVE THIS:
THESE CITATIONS I NOW HAVE IN MY HAND WERE WRITTEN ONE MINUTE APART FROM EACH OTHER ON THE SAME DAY, YET THERE ARE TWO DIFFERENT CITING OFFICER'S NAMES!
FIRST TICKET-&4/16/04, TIME ISSUED 0113, ISSUED BY WILLIAMS
SECOND TICKET-&4/16/04, TIME ISSUED 0114, ISSUED BY JAVIER.
IS THERE FRAUD GOING ON HERE OR WHAT?
BOTH OF THE CITING OFFICERS HAVE THE SAME BADGE NO. 7
I DON'T KNOW WHAT TO THINK NOW.. BECAUSE&THE CITATION NUMBERS ARE TOO FAR APART TO HAVE BEEN& WRITTEN BY THE SAME PERSON, YET THEY HAD TO BE WRITTEN BY THE SAME PERSON&BECAUSE WHY WOULD ONE&OFFICER CITE ME FOR&"CURRENT TAGS NOT ATTACHED" AND THE SECOND OFFICER CITE ME FOR "NO PARKING CERTAIN HOURS"?IF THERE WERE TWO DIFFERENT OFFICER'S THEN I SHOULD HAVE RECEIVED THE SAME CITATION FROM EACH OF THEM.& &

okay, I think I know what is going on here.. the first officer came by at 0113, wrote the ticket for no parking certain hours.& The second officer came by a minute later and saw the first ticket on my car so he didn't write me a ticket for 'no parking certain hours' -- he just saw that my 'current tags were not attached' so he wrote me a ticket for that.&
But one minute apart from each other... they are all over the place even at&1:00 am in the morning!

YA KNOW WHAT? I'M NOT GOING TO ARGUE WITH THESE PEOPLE.& I'M GOING TO GO DOWN TO THE DMV AND GET ANOTHER TAG& TO ATTACH TO PLATE, PAY THE $15 FEE AND BE DONE WITH IT; OTHERWISE I WILL CONTINUE TO GET TICKETS FOR "CERTAIN TAG NOT ATTACHED", AND THEN SEND THEM AN ASSIGNMENT OF INTEREST&FOR THE AMOUNT THEY&WANT.I DON'T WANT THEM TO THINK A 'REAL' PERSON EXISTS, BY ARGUING&WITH THEM. AFTERALL, THEY DON'T TREAT ME LIKE I'M A REAL PERSON, SO WHY SHOULD I BRING THEM TO LIFE BY ARUGING AS IF WE ARE BOTH REAL?

none of us here suggested arguing.& you would simply be seeking clarification.& that is not arguing.& you are attempting to obtain a stipulation = agreement on the fact(s).& no harm in standing up for your rights! if you don't, then you don't have any.& no offense to you tora, however, by simply paying these tickets you are bowing your head and sheeping on.& in which case, don't complain about the system you contribute to!
jerseee - way to duck the fire...& again, i say the question is "where is the document that..."& it should be probably asked in court!
