I OWE FOR A PARKING TICKET I NEVER GOT!
I got a letter today from the CIty of Milwaukee, a "Notice of Past Due Violation".
I NEVER GOT A TICKET, I know where they SAY I got the ticket. I was visiting Downtown Milwaukee, and got lost, pulled over to the side of the road and took out a map.
I was figuring out where I was when, a Parking Poilice cart pulled up behind me. I figured they were trying to tell me to get moving or what not. So I figured out where I was on the map, and was going to continue on my way.
I waved to the Police Cart, as a sort of thanks for protecting my rear, and pulled away to continue on my way.
He did not chase me, or anything in that sort. I was quite obvious that I had a map out and was figuring out where I was.
The letter states the citation #, citation date, location, time, violation, and fine ($30) + $5 late fee
I AM GOING TO WRITE BACK, stating something along the lines of this:

Milwaukee Revenue Agency:
I recieved a "Notice of Past Due Violation" letter today. I would agree with the letter if I had recieved the citation, however I was never issued citation #123456789, for the violation of "PARKING PROH", near 123 E WISCON.
I would be happy to cooperate, however in order for any process to continue, be it appeal, payment, or otherwise. I first need to be issued this such citation.
Please accept the return of "Notice of Past Due Violation" and send me Citation #123456789 in order to resolve this situation.

<FONT size=3>This past Saturday I received two past due notices for parking tickets I never received also.My blood pressure hit the roof when I saw those notices - for tickets I never even got.& &It's your word against the&city official's word, and guess who's word they will side with? It's not going to be yours. You can count on that. </FONT>
<FONT size=3>One past due notice is for $60 and the other for $50.& I've been using my UCC-1 assignment of interest from the Griswold group and so far they haven't rejected it nor have I received late notices on those tickets.& I won't know if they actually deleted those tickets from their computer until register my car again in November&though.& If they didn't delete them, I will have a huge bill come November!! </FONT>

This has never happened to me (thankfully) but, I just want to challenge your ways of thinking for a moment. And Tora you know I keep it simple.
First I have a question. And after I ask this question--maybe your wheels will start turning.
Did either one of you SIGN a ticket? If not, could you think of a possible claim that you may have against the city?
It is not a matter of whether your commercial violation is true or not. This is not the issue. the issue is.....how do you know or anyone else know for that matter--that the ticket is valid sicne it has no signature? HHmmmmm, are you thinking now?
the key is to never argue and you will see the truth.

The ticket is signed by the city official who wrote the ticket.& All they need is your license plate number to give you a ticket--and that's it! How unfair is that?& Try arguing with them that you did not receive the ticket. Like I said, it's your word against theirs.& I have&appealed parking tickets when I was absolutely sure&I was in the right and they were wrong.& It didn't matter what I said, they ruled against me.&It's like talking to a brick wall.
You can claim the ticket is fraudulent because you did not sign it, or that it wasn't signed under penalties of perjury by the person who issued it, which is only going create *cognitive dissonance* in them, and&the ticket will not go away.
*beingwatched* can argue&that he never received the ticket.& It's still his word against theirs.&They will&think he is making that up just to avoid paying late fees.& I'm serious, that's how they think. You are the enemy, and are not to be believed.
Getting a ticket in the mail, and made to pay late fees on that ticket you never got, has got to be the worst injustice.& But try fighting it and you'll see.&

Thanks for the comments/replies everyone. It's just really frustrating how they can just stick their hands in our wallets and take some revenue with a dumb piece of paper and a some inconsiderateness.
I am still debating whether I'm going to pay, appeal, or send the letter drafted above.

This aint the first time i've been really pissed about these damn stupid "parking violations".
Another one that still pisses me off, is one from my campus. I parked in a common, unmarked spot, along a small curb.
I parked there dozens of times, as did numerous others. The curb was and known as spots.
Then one day, I parked a little in the grass, say the width of my tires, and got a "NO PARKING ON GRASS" violation.
I appealed explaining the stupidity of the ticket, and it was denied. Shall I tell you why?
"When you enter the lot, there is a sign that says, No Parking on Grass." - They said.
A total LIE! THERE WAS NO SUCH SIGN, I LOOKED AFTER MY APPEAL GOT DENIED!
However, a week later, they installed such a sign, along with eliminating the curbside spots. !*&$^****!
Oh well, I think i'll sleep on the choice.

Tora, let me see if I get this straight... you are being attacked by the IRS, the FTB, the EDD and now the city meter maids. Is there anyone who isn't coming after you for money?

They can stick their hands in our pockets because the state owns your car.& The state/city can take your car if you fail to pay those fines, and that's why you pay. &There is a paragraph out of Senate Doc. No. 43 73rd Congress 1st session&which states that all property is owned by the state and that so-called 'Ownership' does not exist. You are a user, not an owner.&
I've got my car on my UCC-1 security agreement. I am the holder in due course.& If they take it I will sue them, even if my car is getting old, it still runs good.

You say that the officer signed it and you did not--correct? If so, did you give the officer a power of attorney to act on your behalf?
Is the act of signing official documents to coerce payment of an alleged debtor "legal"?
Which comes to mind, that according to the UCC, you do not need the debtor's signature on a document.

the question to be asked then, is, where is the document that, through my knowing & willing acquiescience (sp?),&made me commercially subordinate to the state?& this working on the theory of no signature required means the state has a perfected security interest in "us," much like the long-form VoD.
