In the North Carolina Rules of Evidence, it says the following:
§ 8-2. Martin's collection of private acts.
Any private act published by Francis X. Martin, in his collection of private acts, shall be received in evidence in every court. (1826, c. 7, s. 2; R.C., c. 44, s. 5; Code, s. 1340; Rev., s. 1593; C.S., s. 1748.)
Who is Francis X. Martin?
How can I find out what his collection of private acts are?

I would assume from just the text you provide that the Martin's Private Acts is a compilation of otherwise unpublished enactments of the NC legislature before 1826, and that (perhaps for lack of a more official source) this section makes Martin's edition authoritative as the source of those acts as if it had been the official state publication. I suspect that, 180 years after the book appeared, this section has gotten very little usage in recent years.

I believe Shoonra is correct. Francis Xavier Martin was a printer at New Bern, North Carolina back in the 1800's and published many of the legislative acts passed by the general assembly. Later on in life he went on to become a chief justice of the Louisiana Supreme Court. Jerry is also correct in that there was an Irish friar in midevel times of the same name.

Francis X. Martin was a Mason and publisher of the North Carolina Gazette at New Bern, North Carolina.
In his role as publisher, he frequently published the matters which were covered in the previous session of the North Carolina General Assembly.
Example:

Captions of the Acts Passed by the General Assembly of North Carolina, at
their Session commencing the 21st of November and ending the 23d day of December,
1808. . .
Acts of a private nature.
1. An act to amend an act passed in 1801 granting PHILIP HOODENPILE and JOB
BARNETT a turnpike in the county of Buncombe.
7. To amend an act passed in 1804 to authorize BENJAMIN JONES and others to
cut a canal and make a road thereon through the Dismal Swamp, from the Dismal
swamp canal to the white oak spring marsh in Gates county, and receive toll

69. To authorize ELISHA ANDREW, of Bladen county, to erect and keep up two
gates on his own land, on the road leading from Cape Fear river to South river.
76. To authorize SILAS HALEY, SEN. to erect a gate on the road leading
from Rockingham, in the county of Richmond to his ferry on Peedee river.
80. To authorize W. FENNAL to keep gates across the public roads.
81. To restore to credit JOHN STARK, of Granville county.
