I clicked a link somebody provided somewhere here and sure enough revisited Quatloos. It would seem AndyK is there madeover to Obvious Man. He still likes to turn up the
Insultinator, especially with me writing there with no Ignore List function to tune him out. [We also find a banished Skeptic there chiming in.]
The member here provided the link because he or she is amused at how the Quatlosers are handling the OMB # argument/dismissal. I agree. It is a bit amusing how these alleged mature adults are fidgeting about the court being unable to proceed.

The OMB # argument is obviously effective but only a symptom. Like AndyK's administrative correction from AndyK to Obvious Man or whatever. What is obvious is that he did not get into enough trouble to shut off the Insultinator, only make a gesture to reform.
This is research we all enjoyed over a decade ago so please don't hold me to exact photographic memory. The latest Delegation of Authority (120-10 c. 1968 mentioned) for the Director of Internal Revenue is unsigned! When Al Carter and others started using it in court they forged a new one. Too bad they had to date the signature because it was signed decades later. I have seen these documents but imagine without a stroke of luck I could not produce them for you. The unsigned delegation of authority was obvious coverup.
When I say the OMB #s fiasco is only symptomatic I am telling you that the chain of authority was diverted from Title 26 which is not law (even according to the table provided in the front cover of all the USC books) to Title 27 - the Bureau of Alcohol, Tobacco and Firearms (BATF). That is the reason so many OMB #s make no sense - being found in four sources etc. Maybe the attorneys trying to assign them are actually finding the OMB indexing guiding them to self-replicating sources or whatever.
That is why you find me talking IMF instead of OMB. The Individual Master File with a proper key reveals typically one of/or two things alleged about the Taxpayer.
1) the Taxpayer is alleged to have been born in the Virgin Islands or Puerto Rico
2) the Taxpayer is alleged to be importing liquors or manufacturing/importing firearms or ammunition.
I found it most entertaining years later to reverse index the clerk of the US Supreme Court's proprietor name on the phone number:

Ergo my comment that one should use the OMB if it gets the charges dismissed - anything that works. I just find it interesting to ponder explaining to a jury why the OMB numbers are such a fiasco; not just pointing out that they are.
And then of course it is always wonderful to see AndyK/Obvious Man shut the Insultinator on full - until his masters yank his chain anyway. Skeptic is a bit amusing pretending he cannot understand plain English too.
