Restitution Warrant
A friend of mine was involved in some joyriding in Washington State when he was barely 18. He did his time and the judge ordered restitution of ~$11,000. This eventually turned into a warrant and he is now living in California. He received a notice the other day stating that the warrant is active and an officer may appear at his residence and arrest him for failure to pay.
What is the validity of the warrant after almost 11 years and does anyone know how to fight/appeal the restitution judgment? Can he simply R4C the warrant since it was addressed to JOE BLOW and not the sovereign Joe Blow?
