The title says "Coin Shotrage Could Turn Pennies Into Nickels".

It is not about a coin shortage at all. It is about the devaluation of currency. That is why the raw metal is worth several times more than the face value of the coin. The news is written in a most interesting fashion--most articles remind me of when Toto exposed the Wizard and he said to Dorthy, "Nevermind the man behind the curtain...."
