A plethora of factors at play, the fact is that the Federal Center in Littleton, part of greater Denver is a backup Washington DC for the US government to reside. It is on stable ground away from the rising high tide mark and is protected by a pentagram of military complexes in Colorado Springs;

1) Shreiver Air Force Base (Star Wars)
2) NORAD
3) US Air Force Academy
4) Fort Carson
5) Petersen Air Command

It is no coincidence that President BUSH immediately came to Colorado to allegedly inspect the readiness of NORAD, at 9/11. So it makes plenty of sense in the designing of DIA there would be a large facility to work as an underground way station for Congressmen and Congresswomen, aids and other officials etc.

Did Bush fly to Denver on the day of 9/11?

I thought he only flew to bases in Louisiana and Omaha, and then back to DC?

My memory could be foggy though..

Your memory is probably correct. It took about a day before I saw Air Force One overhead.
