Okay, this might be all for nothing, but to not go down without a fight, I drafted the following to empower the Commonwealth of Virginia to allow citizens to not participate in the "national ID" as mandated by The Real ID Act of 2005 (Public Law 109-13). Ironically Sec. 202(d)(11) of the law implys that a state can issue a non-compliant ID or DL so long as it is conspiciously marked (hope exists).
The following is drafted for Virginia, but feel free to edit it and propose it to your state representatives. If enough states throw wrenches into the cogs, the law will be useless if masses line up to refuse to take the national ID.
Likewise, I'd like to encourage everyone to push to have Congress repeal The Real ID Act of 2005 in similar manner to how it was passed, by attaching it to needed legislation so that G.W. has no choice but to pass the repeal of this horrendus legislation. I've not drafted that yet, but the words you would focus on (to get the relevant portion we are fighting; the National ID card provision) would read like this....
