IMHO. Any clergy that is not a 'member' of any of the 501c3 churches would be capable of performing the ceremony 'in the presence of God', and it would be a valid marriage (in the eyes of God).
The attachment of the state, as you may already know, is the 'hook' used by the state to allow you to have benefits and protections offered by the state, with an obligation on your part to adhere to the state regulations.
I would start my search, by calling churches and simply inquiring first of all whether or not the church is a 501c3. Normally, any of the churches that are, will have a supplemented title, such as 'Inc.' It may not be advertised on the billboard out front of the church, but if you check with your states Division of Corporations, you should be able to find a list of all 501c3 registered businesses across the state.
Good thinking on your part. Don't make any attachments that are not necessary; and in the case of 'DEVOUT' Christian beliefs, there are none that are necessary.
