how to get a land patent in pennsylvania and use it to secure an existing billboard.

Question

1. I have two properties one is 1.07 acres free of a mortgage and just woods. the other has 1.27 acres and my home mortgage.. they where once the same lot but last year I had them split into two separate properties. How do I get a patent for both in pennsylvania?

2. Should I set them up as private properties first? (for more tax protection)

3. the land with no mortgage is just woods. On the property with the mortgage I have my home and there is an old billboard there. this billboard faces the pa turnpike and is at a great spot. the bill board is old. It could be as old as the 1940 it still stands but the woods has grown in around it. it needs minor repair..

I am told that it is not grandfathered because it was out of commission and that if it was exposed with out permit it would be torn down. word is that if the property was zoned commercial it could be put up no problem. could i put it up and keep it up with a patent.

my neighbor has one that faces the opposite direction mine faces and it is very far from mine maybe 4-5 acres away...

last note is i am planning on becoming a state national through pac in law.

Pennsylvania...

... was one of the 13 original colonies. I believe this changes how one secures first-title deed.
