Breach of Contract

I don't have to disprove anything in that I, in good faith, did as they asked, but they in turn Breached the Contract by not providing that which they offered ... the temporary license.
I have been leaning towards to conditional acceptance -- I note in the "Guide to .." they sent, it places a whole bunch of additional requirements on the "landlord" and has yet to spell out one single benefit.
So I was thinking along the lines that I conditional Accept on proof of claim ..
that the benefit to this 'contract' is not solely for the enrichment of the city;
that the original contract has not been nulified by breach on the part of the city;
that the contract has not been directed to an inappropriate party;
that the invitation for application has not been put forth under duress and coercion;
that failure to apply and pay ransom, does not inhibit the commercial well-being of SEEKER;
well, you get the drift .. am I on the right track??
