BOEs
Not new to fighting tax agents, but much of the discussion here includes discussion of things new to me, bills of exchange, certified promissory notes (aks CPNs, thanks Ice), and so forth.
Haven't looked at it yet, but since I'm learning all this stuff from the beginning, I found this:

Maybe that'll get me started. Might help others, like me, who find this sort of confusing right now. I mean, I offer one TO the tax agents, but don't understand who the "third party" is.....

That code is for Canada, I would not spend to much time on that... try to find something similar for your state or for the US.

Okay, thinking outloud on this thread....
re "promissory notes":
Just found that there is/can be/must be (?) "disclosure of terms" clause.
So a cpn to tax agents would be, at this point in my understanding, a "promise" to pay based upon their "disclosure"???
This becomes the "next step" beyond a simple "non-refusal" to pay which accompanies my usual VOD letters, right?

I'm back: Ah. Realized that irs/state tax agents refer to ssn as "social security numbers" AND "account" number, and when it's "ss" they use dashed, but NO dashed when referring to my "account."& So I DO have an "account," of some kind, somewhere....

I hear they have some nice scenery in in Norway, if you know what I mean. So it may not be that bad there.
I would study negotiable instruments first, get comfortable with that first... then move on to BOEs.
