"terrorist" means one who uses terror against another.
"terrorism" is the activity of using terror (fear) as a weapon to accomplish some task.

Free-Online-Dictionary defines torment as:
1. great physical pain or mental anguish;
2. a source of harrassment, annoyance or pain;
3. the torture inflicted upon prisoners during in-terro[r]-gation!!;
sems to me that mental anguish is a degree of non-physical pain that can be imparted just from reading (did you get the mail today?)
harrassment and annoyance? those would apply aptly to a degree of paper-terrorism (the IRS does that! can this apply to them?)
"domestic"? i dont live there, and most of us realise that we are foreigners, so that disqualifies us as domestic terrorists.
